Frostbite risks: 30 min at T_wc = -27 to -39°C; 10 min at -40 to -54°C; 2 min at -55°C and below. At -20°C with 60 km/h wind: T_wc = -37°C, frostbite in 30 minutes of exposed skin.

Does wind chill affect objects and vehicles?

Wind chill only affects living things with heat generation. Objects cool to ambient air temperature regardless of wind speed (wind just speeds cooling, not final temperature). Car engines, pipes cool to ambient T.
